An unusual photograph - can someone please identify the uniform and say who the women were?

Would the police helmet without the top-piece discount the immediate assumption that it was in (City of) London?

How common were women's bands in WW1?

Could be Girl's Brigade ? The white band is called a Haversack in the BB. My grandmother was in a GB band in North London but I have never been able to find out where, would be interested if anybody can throw light on this

I have seen similar uniforms on a photograph just recently, Im sure the picture was titled Britannia Womens Peace Movement.
