Not come across it before although the print line suggests 12,500 copies were printed. It was meant for factory bosses and supervisors and covers every aspect of worker welfare. Sounds quite progressive with regard to sanitisation, ventilation, cleanliness, safety etc. but one wonders how much of this was actually implemented - it was still recommended that workers as young as 13 work no more than 12 hours a day. Although this original seems to be scarce it is available on the Welcome Institute website.
