Interesting that this Meritorious Service Medal was one of a minority awarded for gallantry 'not in the presence of the enemy'.

Prev 238787 RE.  He must have done something specific to warrant it's award - MSM card from Ancestry & LG 17 June 1919:

Trying to locate the war diary for this railway unit at TNA64th Broad Gauge Operating Company, Railway Operating Division, RE?

Edgar Wilkinson's MIC and medal roll show that he entered France post 1915 as Sapper 238787, Royal Engineers, before transferring to the railways division (MIC Ancestry):
