Why were foreign observers e.g. German invited to pre-war British army exercises ?

Hugo von Grundherr mentioned in post by Moonraker was my grandfather. There are photos of him in the Isla of Man on the Isle of Man webpage. The book Die Manner Insel has him as a character under a disguised name - see translated extracts also online.

I remember standing and waiting for hours on Salibury plain, with a number of other Countries officers, for what I was told would be a Para Bde drop back in the 80's.

After some time and being less then impressed, we were informed that the drop would not happen, as the wind was to high, and only one aircraft came over and dropped its load.

Wow

What could I say

Some times taking other countries to watch your exersies can be counter productive
