It seems to be a Canadian organisation given the prominent position of a Maple leaf at one end of the banner and some other seemingly provincial emblem at the other.

Thank you Moonraker, I should have realised you’d have checked, and also searched for it myself.  As you point out, there’re many sources.  I wonder why the banner in the photo has such a prominent Maple leaf, if that’s what it is.
