It is a commemorative medal struck in their thousands as a momento of the end of the Great War. The manufacturers took orders from street traders, schools and local authorities. Many, many different sorts out there. The arms of England and the motto "Dieu et mon Droit" imply a general issue and not for a defined town or city.
