Naval cutlass rig pack Vs Belgian web pack

Can anyone tell me what the difference is between the large packs of the WW1 Belgian Mills webbing equipment and the British Naval 1919 pistol/cutlass Mills webbing equipment?

I know that the Naval gear is marked with a broad arrow and a capital 'N', but I would like to know if there is a difference in the structure of the two packs.

This is the only image of the P19 equipment set I could find.

It is interesting that the cutlass was still considered a primary sidearm weapon as late as the 1930s.
