(Silly) Strange question.

Its like asking if George the VI was smarter then Haig.

Although Haig was only the boss in France, Enver was like the Prime Minister and War leader 

not the same.

So should we say George and Kitchener

Enver was the main man, as the Sultan by then was very old and didn't have any say in the running of the country, not even changing his own guard.

With the Young Turks taking over the Govt before the war, the Ottoman Royal Family had only a minor or limited role in the Country, used more as a figure head then making policy
