Help with medal translation.

Could someone help with translating what is written on the this medal. It is the Italian warship BARI ex WW1 German ship SMS PILLAU. Any help would be grateful. 1.  Latin inscription on obverse: signum victoria victoriam teneat = victory is the sign of victory

2.  Image on reverse:  Bapinon/Barione.  A "cherub on a boat in the act of shooting his arrow, behind him the morning star marks the course while a dolphin accompanies him through the waves. It is the Barione, the oldest emblem of the city of Bari, (perhaps here connect 'R.INCR.BARI.' on obverse) as it appears for the first time on a bronze coin (see image below) of the third century BC."

As you say, she was a German ship, and I'll add after the war she was assigned to Italy as war reparations and was taken over by the Regia Marina.......and at this point S.S. I'll pull stumps on this one if you don't mind!
