Criteria for a Commonwealth War Grave headstone

A question about the criteria regarding who of the fallen is permitted to have a CWG headstone. eg I have come across two casualties, both buried in Brompton Cemetery. One of these - Henry Frank Mears - was killed in a RAF plane crash nr Edinburgh on 29 April 1918 but is buried in the family grave; the other, George Mackelvey Morris, was wounded in France on 30 July 1916, returned to England but died there from his wounds on 7 September. He has a CWG headstone. Is it possible to explain the differing forms of memorial headstone please? Thank you.

Essentially the airman qualified for a CWGC headstone but the family’s wish was for him to be buried in a family plot.  You will note from the pamphlet that often the exact location of the grave(s) may not be known, then the names are commemorated on a screen wall.
