Cap badge identification, please

Can any guru identify this cap badge, please ?

Wearer is a WO1, c. Nov 1917, probably serving in the Int Corps - in which case the rank is very acting.

Bar rank badges there's no other visible insignia - I think the apparent collar dog is an artefact of the image. 

The badge appears to a human figure holding a staff with a pennant on it - first thought was yeomanry, but can't find anything.

Pete very rarely misses his mark and I concur with his assessment.  The NZRB adopted the arms of the noble British family with which they were associated from the outset, the Earl of Liverpool, who was at the time the Governor of New Zealand.  The regiment developed a close relationship with the people of Stafford through their training base at Brocton camp: http://www.staffspasttrack.org.uk/exhibit/chasecamps/nzrb.htm
