Was this a cafe or connected with the RFC pilots (and presumably technicians) then being trained on Nieuports at Le Bourget? My first thought was that they may be recovering wounded (hence the nursing staff) displaying dolls made by them as part of therapy. Oddly the man seated far right has neither puttees nor boot laces.
