Russian POWs? Significance of hat number/plaque?

Here is something I had not seen before.

It is was in with a mixed batch of German photographs and it appears to show Russian POWs.  They appear to have some sort of number (R1) attached to their hats in place of (or ins a couple of case in addition to) their original badges?

I don't believe I have seen this previously does anyone know what it signifies (perhaps a particular POW camp or....?) I only have a few German POW pics but none of the others show this.

The reverse of the card has no writing on but does have a photographers imprint:

Carl Schmidt. Konigsbruck, am Barnhof. Telephon No 98 1915. - Gesetzl. gesch.

I seem to remember that these insignia were not regulated and were at the discretion of the POW camp commanders. In this case it could mean something like "Russenkommando I" or so.
