Presumably at one of the principal coastal ports. There was no catering corps at the time and the corps responsible for training cooks and centralised feeding was the Army Service Corps. What we’re seeing here is effectively a catering establishment from the Expeditionary Force Canteens (EFC) with all its staff. Although dominated by ASC staff there are a few gunners and even a couple of Infantrymen among the group. Post war the EFC evolved to become the deployable element of the Navy Army and Air Force Institute (NAAFI).
