Help identifying a German 1918 painting or illustration

Hello,

I am trying to confirm whether this artwork is a painting, a mass produced card or illustration from a periodical and who the artist is. 

The image appears to depict an Imperial German Army Officer, possibly the Kaiser, kneeling down with a broken sword. The flags above are difficult to discern though the Union Flag is certainly visible at the top.

Any ideas or opinions would be very welcome.

It's an allied image, depicting the surrender of the German Emperor. I think it's a drawing, which has been used a lot in magazines etc and probably also as a post card. Others may know the artist who made it.

Thank you Jan. That's very helpful. I was trying to work out which political group would commission such a piece. If anti war then it's unlikely you would have a officer kneeling down in such an reverent manner. If you were pro the continuation of the conflict then the whole image is wrong....

Allied makes perfect sense. More digging needed.

It is to encourage investing in French War Bonds.
