There was a William Edward Osborne Williams who did, but he was born in 1866.

William Edward Williams (1866-1945) won 5 caps for Wales 1887-1890. He captained Cardiff in 1890-1. He seems to have adopted 'Osborne' as a third forename. In many match reports he is referred to as "W E O Williams". He can be seen in five Cardiff RFC team photographs (1886-7 to 1890-1) on the Cardiff Rugby Museum website https://cardiffrugbymuseum.org/ 

 

Did he go on active service with the Welsh Horse?

The Pension Card on Fold3 shows them to be two different men. The Welsh Horse man was born 1882, the Welsh Rugby player was born 1866
