Help with occupation on '39 Register

This is a clip from the 1939 Register showing the occupation of a WW1 soldier.

It says "Quasi ??? Prison Officer"

Looks like "perpanent" but maybe it is intended to be "permanent". Either way it doesn't make sense!  Can anyone suggest anything else please?

Hansard mentions quasi-permanent prison officers in 1936 so they were a thing.
