It seems to be the " médaille des épidémies " given by several ministerial depts ( amont them War ministry) during and a little bit after WW1 to nurses ( like Mrs Ruddy) and other sanitary unit members. The date 1919 correspond to the spannish influenza epidemy (1918-21). There was a project to reintroduce this medal in France, under healt ministry, during the first Covid wave... but nothing for the moment... Happy newyear and keep safe.
