The Gen-Maj appears to be an Ottoman rank so possibly German Obst (Colonel) The spelling maybe wrong but that's how they spelled it? Ingenieur (Engineer) officer Ottoman GHQ Istihkam ve Tahkimat Daire Baskani ve Basmüfettis (Head of Department and Chief of Staff) shown as Inspector General of Ottoman Engineers) - shown Head Engineering and Fortresses Ottoman GHQ 1-18 (1867 - 1935) (not identified)?
