Aside from the fact that many units went into WW1 with P.1903's or even P.1888's, HQ's would in theory be in use with all those nominally front-service units equipped and ready to go - lets say - August-December 1914. They would not be handing these back for de-hooking when there was no order specifying this, and there are certainly photographs around of guys in Palestine, etc., with them in 1917-1918. Armourers at base might have time to spare to go around de-hooking, but I would think that those over in France had better things to do.
