Bit of a long shot his one , but you never know ? , Please can some kind could soul confirm the rank of the officer featured in the attached photo and if some one can tell me who he is that would be amazing

Isn't that a Lord Lieutenant badge ?

edit -  I thought there were two rows of scrambled egg on the peak for a Lord Lieutenant.

 

edit edit-  so probably a Deputy Lieutenant of a county. But which county ?

I believe Deputy Lord Lieutenant with the single row of scrambled-egg on the cap and no crown above the round badge. A modern day example:

Long shot but Lord Rawlinson of Trent?  Saw a photo of him long time ago unsure if he wasn’t older than that chap
