I was a research scientist many moons ago and we could argue for hours over the reality of the existence of the fag packet.

I fear the answer is 'no one' ... or. rather, 'to the scientist(s) with the ear of Government'. For example, Professor Ferguson, who, despite being wrong on pretty well every threat he's studied, was able (until his unfortunate romantic escapade) the Government's go-to guy.

Id two or more scientists or experts come together to discuss a situation and action to be taken, then their conclusions and recommendations will vary in length and number dependant upon the size of the fag packet they used for their calculations.
