Perhaps it is meant to represent the White Hackle of the Royal Fusiliers (City of London Regiment).

A primrose yellow hackle was famously worn by the Lancashire Fusiliers in the same position on its helmets during WW1.

To me, the white on the inside of the helmet looks the same as the white of the hackle?

inside, when I retrieved it (early 90s) had a beige canvas disc glued.
the interior is grainy while the "plumet" is smooth.
