Yes.  They are attending ‘stables parade’ preparations, grooming of horses, etc.  Notice their shirtsleeves order and braces hanging down. This was to facilitate vigorous movement of the upper body, as there was no elastic in the braces.  Men would generally wear a waist belt to hold up their high waisted trousers.  These evolved to be a particular style and so became known as ‘stable belts’.
