Major Roscoe D. Arnott, Canadian Army Medical Corp

The Canadian Medical Association Journal for 1916 (1917 I can't be sure) lists the recipients of New Year Honours, conferred by his Majesty the King and announced on December 31st.

 

The awards all seem to check out except:

 

"THE Victoria Cross has been awarded by His Majesty the King to Major Roscoe D. Arnott, C.A.M.C., of Stratford, Ontario, for conspicuous bravery on the field of action" 

 

I can't find records of this soldier at all.  Any thoughts?
