In a WW1 service record for Royal Marine Light Infantry in the no on ships book column would anyone know what the notation 14MRFR2 would refer to

List 14 was for supernumeraries borne in the ship for temporary service - in this case a man from the Royal Fleet Reserve(RFR) - hence 14 RFR. He may have been a reservist under training or a mobilised reservist. We need the context to be sure.

Confirmed - a mobilised RFR man serving supernumerary in the old battleship turned repair ship HMS VICTORIOUS. Just a friendly check - do you have his previous RMLI record as Chatham/4743? - https://discovery.nationalarchives.gov.uk/details/r/D7764171

I had one more question regarding the service record for the same marine in the RMLI .His service record  has a notation in the  character column where good has been crossed out and changed to fair and next to this is written TEMO or TLMO 7299-1900  .Would you know what this would mean.

It is difficult to read but I believe the reference is to a communication from the Royal Marines Office (RMO) at the Admiralty.
