Posting to Worcester - Why?

According to his AIR76 Cadet C. E. Gardener's postings include the following:

To 2 Cadet Wing, Hastings, 22 Oct 17

Medical Board – fit as Obs. unfit as pilot, 31 (Oct or Dec?) 17

To Worcester, 14 Dec 17

To 1 School of Military Aeronautics, Reading, 3 Jan 18

He was later commissioned as an Observer officer.

I'm wondering if anyone can shed light as to why he might have been sent to Worcester. I've checked Worcester entries in 'RAF Training and Support Units since 1912' but can find nothing therein relevant to a WWI posting. He has a WO339 but I'm unable to access this during the Covid-19 lockdown.
