Imperial Russian cap badge?

any idea what it could be? The method of fixing on a Russian cap badge looks as if it would leave a similar mark on the reverse if snapped or otherwise damaged. It does have an eastern European feel to it but wouldn't be able to identify it.

I agree it has a real east European feel to it.   Not Serbian (red/blue white) or Bulgarian (red,green,white) - those are the only two other belligerents I know of that had a similar hat badge.  Anything else I would add would be pure guesswork - and probably be more misleading than helpful.

 

What countries in Eastern Europe have red and white as national colours? Poland? Could be from South America too but I doubt it - Peru?

Austria perhaps? Is it definitely military or could it be from something like a police helmet or railway company? In fact could it be intended to be worn on a uniform rather than as a cap badge?
