Nice photographs. The nurses were actually 'brought to the notice of the Secretary of State for War for valuable services rendered in connexion with the war'. Their names appeared in The Times newspaper on 20th [Mrs Dowson],  22nd and 23rd October 1917 [Miss Paul].

Well over 2,300 nursing staff were 'noticed' in The Times on the days mentioned above.

Katherine M.E. Paull has 2 Red Cross record cards;- https://www.findmypast.co.uk/transcript?id=GBM%2FRED-CROSS%2F076006

On one card she has recorded an ‘Hon. mention’.

Isabella Monteith Oswald has one card;-

She states she was ‘Mentioned in despatches’.

I have been unable to locate a card for Mrs Dowson.

Being 'noticed' in The Times was not the same as being Mentioned in Despatches. It was a recognition of especially good service for women, and men, who were not working in a Theatre of War. Most notices are for service in Britain, but there are some for service in, for example, Australia, New Zealand, Malta and Gibraltar. The award was open to members of the British Empire and was open to Military personell, male and female, as well as civilians. There was no actual award, the only public mention was in The Times. The fact was supposed to be noticed in the recipients' service record, if any.
