It was produced by the Director of Works, a branch of the Royal Engineers responsible for the drawing up of plans and overseeing the construction of such facilities. It also covers the area surrounding Calais. It can be downloaded for a small fee as you will see. https://discovery.nationalarchives.gov.uk/results/r?_q=wo95%2F4019%2F1 If you have any trouble with this let me know and I will be able to help as I have a copy of the document.
