I believe it is the Royal Navy version of the Derby Scheme armband. Unissued as the buttons are attached and ready to be sewn on. Recruits to the RN who were not immediately required for service were enrolled into the RNVR and given an Official No. with a 'Y' prefix. They then resumed their civilian employment until called forward by the Admiralty. I think this can be considered "the Royal Navy version of the Derby Scheme" as suggested by the OP but not formally part of the Derby Scheme. - Unless someone knows better.
