Jona Lewie, Stop the Cavalry, who was Jim

Its Christmas time and I'm up for a laugh. In 1980 Jona Lewie had a unexpected hit with STOP THE CAVALRY. One line in the song's lyrics goes, Bang that's another bomb on another town while the czar and Jim have tea. My question is who was Jim. Was he in the Army, Navy or RFC. Maybe he was a spy or a member of HM government or a Ambassador. From ABs to Admirals, Ptes to Generals    help me find a suitable candidate and solve this mystery. One clue is that Czar Nicholas abdicated in 1917 so he must have meet Jim before that date. My guess is that he was James Bonds grandfather.

I think he was Eccles' nephew, Little Jim, from The Goon Show:

 

Little Jim's single line "He's fallen in the wa-ater" became a national catchphrase. According to a recent TV special about Spike Milligan, the phrase was originated by Peter Sellers' young son. In The Last Goon Show of All, it was revealed that Little Jim was Eccles' nephew, and that apart from "He's fallen in the wa-ater", only Eccles could understand Little Jim's speech, even Little Jim himself having no idea.

While Luzar and Jim have tea.

 

Thus there is no time frame, and Little Jim is as good a candy date as any.

Not "Luzar", "The Tzar".

 

Bang! That's another bomb on another town
While the Tsar and Jim have tea
If I get home, live to tell the tale
I'll run for all presidencies.

 

(I have a theory which I will keep to myself - at least for the moment.)
