A staff appointment might place him near an RNAS airfield. And it looks like he got a MiD in 1917: Ancestry. If anyone can show that Swinburn was in the St Pol-sur-Mer/Dunkirk area on 24 September and 01 October 1917 then it's likely his MC was awarded for gallantry at the RNAS depot, St Pol Aerodrome.
