Frank Edward Cooley J/1314.

I am trying to research Frank Edward Cooley who died on the 15th August 1916.  CWGC show him as having died in submarine enclosure I'm presuming in Portsmouth and the commemoration states J/1314 H.M. Submarine E.4. I'm fairly certain he last served on HMS Dolphin.  Can anybody help me please - did he die in an accident in Portsmouth or whilst at sea?  What does E.4 mean?

Able Seaman Frank Edward Cooley died on submarine HMS E4 when she collided with E41 during exercises off Harwich on 15 August 1916:

That's correct. Roughly on the site of the present Submarine Museum / Fort Blockhouse in Gosport.
