AT our monthly Heritage meeting this badge turned up. Any information gratefully received. Does the six digit number (278983) on the reverse signify a service personnel number?

It's the badge issue number, not a service number etc of the owner.

Of which there are no issue records. Men received a certificate of issue with their badge; yet no individual certificates were issued with this women's badge.

 

It's also worth noting that 1916 is the year of introduction, not of issue, and there was not a 1917 or 1918 badge.

Not strictly munitions only: "engaged in the manufacture of munitions of war or other urgent war work"; but otherwise that's correct.

The badges were accompanied by a certificate bearing the badge number and the name of the person it was issued to. The badge itself was not valid without  the certificate so as to prevent fraudulent use.

As above, and at risk of repetition: to quote Tom Tulloch-Marshall's definitive work on the badges:

 

"No individual certificates were issued with the women’s badges and the employer could control allocation and reallocation of badges. They were basically left to their own devices in this respect, although the same rules as for the men’s badges applied regarding illegal wearing and handing in when leaving employment or coming off war work".

 

In respect of lists of male badge numbers, such lists as apparently were maintained were made by the employers/ workplaces themselves and I'm not aware of any survivors.
