Green pouch containing bronze death plaque

I'm not sure if I am posting this in the correct section of the forum, so please forgive my ignorance.

 

Some personal effects of one of the fallen from Perth Academy have been donated to the school by his only surviving relative. Everything was in in a green pouch, iincluding the card container and his bronze death plaque. Were the plaques sent in these pouches, or is it just a coincidence that it is just about the right size? If not, did it have some other purpose?

The pouch isn't original just added later probably. The death plague would have been in that card envelop.

Plaques were sent within a paper envelope containing the card protector, as well as the appropriate condolence slip. The green pouch is a later addition:
