The little star in thee centre IS silver.  However the "gold" star is actually made of bronze alloy.  According to the US Code of Federal Regulations.

The Silver Star began during WWI as a small silver citation star that was awarded to those who were cited for bravery or meritorious service.  The silver citation star was worn on the WWI Victory Medal.  Additional citations led to a additional stars worn on the ribbon.  The Silver Star (medal) was approved in 1932 and awarded to all those who had earlier been awarded a Silver Citation Star. From then to present time the Silver Star is the third ranking US decoration for valor.  Cards are available for the Silver Star that indicated the awardee's name, rank and unit and usually the citation for the star.  The decoration is bronze with a silver star (representing the original citation star) in the center.  Earlier examples were numbered on the lower part of an arm of the star.
