Okay team, I need your expert searching help please.  I am after Edward L Katzenbach Jr's paper "The Horse Cavalry in the Twentieth Century:  A Study On Policy Response" that was published in Public Policy VII in 1958.  I can find multiple uses of the article as a reference but I can't find the original.
