Army Register of Soldiers Effects shows that a sum of £1.1s.6d was taken from this man's effects and paid to the  RH & RFA. What would have been the reason for this deduction?

Looking at that page not all soldiers listed have deductions of their outstanding credits.  I would hazard a guess, and it is a guess, that he had an outstanding debt to the battery canteen fund which needed to be paid off.   Other possibilities are that it was the WW1 equivalent of Army Form P1954, if memory serves me rightly, that was used to repay for the loss of equipment caused by your own actions.  e.g. if you lost your knife, fork and spoon through being careless, then you had to pay for the replacements.  This, of course, did not occur if the loss was due to enemy action.
