RN uniform - chevrons near right cuff

Can I ask you folks the significance of the chevrons on this chap's cuff?

I have an inkling from family who this may be, just wondering if the details will confirm.

Overseas service chevrons, one red, four blue.

 

Looks like a Good Conduct badge on left sleeve and a medal ribbon possibly 1914 Star.

 

The chain has a Bosun's Call attached and tucked into the jumper above the bow.

I've heard of overseas service chevrons, but I thought they were an Army thing.

So in naval terms, what counts as overseas service? Anywhere outside UK waters?

Looking at the rating badge on his right upper arm I think he might be a Seaman Torpedoman.
