National Filling Factory No.15 was a failed attempt to construct a plant filling 4.5" and 18lb field artillery shells with Amatol. It failed due to technical and geographical factors - the shift from pre-formed Amatol blocks to direct press-filling made the distant and inaccessible Otley scheme redundant.
