He is Royal Navy. The badge embroidered in red was worn by junior rates of the non-executive branches.

Thanks for that Arabis. As someone unfamiliar with Navy matters, could you clarify what the non-executive branches are?

If I recall correctly, medical including dentists (before 18 Nov 1918), deckmasters and Writers/paymasters. Think engineers had gone exec some while before but there was some confusion - https://api.parliament.uk/historic-hansard/lords/1926/jul/14/royal-naval-engineer-officers

The executive branch is the Seamen's & Communications branch who wore square-rig uniform, i.e., sailors' round hat with ribbon, blue jean collar, bell bottom trousers etc. The junior rates of stokers in the Engineering branch also wore square rig. The badge worn by the chap in your locket was used by Boy Artificers, Engine Room Artificers 5th class, Ship's Corporals [Ship's Police], Sick Berth Stewards & Attendants, 1st, 2nd, 3rd, & Boy Writers, 2nd Ship's Stewards, Ship's Steward's Assistants and Boys, Shipwrights, Ship's Cooks, Cook's Mates, & 2nd Cook's Mates.
