Yes I think that there are many local initiatives. Of course the original war memorials were local initiatives and funded locally. Perhaps our reliance on central government to do “things” is a sign of our times.

The genuine spontaneity seems to have been at local level as your example shows and as other threads on this forum, looking for 'help' have shown. What criticism was being aimed at was the lack of lead or misguided and poor quality of lead being given by our your leaders. Well done all those local teams who have done a lot to put stories behind names and tried to increase local understanding with an amazing variety of initiatives.

I think you have hit the nail on the head.  LOCAL commemoration is meaningful, for some of the reasons previously mentioned.
