Idenitfication of a belt buckle

I got this belt buckle as part of a small collection of which some were definately WWI military, however, this one I believe to possibly be just a plain kilt buckle. Just in case it isn't, does anyone recognise it as being a military article and if so which regiment. I take it that if it is military it would be a Scottish regiment.

It is a shoulder belt (aka Baldrick) plate of a type worn by Scottish regiments with full dress (the belt bears a broadsword), initially just highland, but after 1881 lowland too.  The simple style suggests either, a Militia unit, or a Rifle Volunteer unit from the period before the Haldane Reforms of 1908.  You will need a specialist in Scottish uniforms and insignia to identify it.

I am unable to pinpoint any Scottish unit that wore this plate.  Think it is civilian.
