Seemed fairly clear to me with reports of its preliminary Geo-physical, archival, etc., work, plus results of trial excavations. With my archaeologist hat on, well, they have done a good evaluation and costing, and if this was a Roman temple or Arras Culture cemetery then of course it wold be excavated!
