Winston Churchill's naval policy, 1913-1914

Reading some correspondence from 1913 which refers to conversations between an acquaintance of WC and Canadian politicians and journalists which makes references to the anon. promoting WC's 'naval policy'. Any suggestions for reading matter,  indeed a counter view to Lambert's (e.g., British Naval Policy, 1913-1914)
