There is a good list of identified authors in "The Naval Review" in: Mahan is not enough : the proceedings of a conference on the works of Sir Julian Corbett and Admiral Sir Herbert Richmond edited by James Goldrick and John B.Hutendorf and published , Newport, Rhode Island, Naval War College Press,1993. Appendix C is Goldrick (ed.) "Author List for "The Naval Review,1913-1930", at pp.341-385 The very good news is that the entire conference proceedings are available for nothing at www.archive.org. and can be downloaded.
