This should mean you are able to read it full view in the USA, and perhaps in some other parts of the world, but not in the UK. https://catalog.hathitrust.org/Record/000443182 I have seen a comment by a UK Forum member that he was able to access a Hathi Trust file by means of a proxy server type setup. The book is also available on Google Books (2 files) , but not available for me to read. https://books.google.com.au/books?id=DicFAAAAIAAJ and https://books.google.com.au/books?id=NdBmAAAAMAAJ If Volume 4 is full view in the USA, perhaps someone may be able to download it and send it to you, or better still download it and then upload it to the Internet Archive (Archive.org) where it will be freely available. I am surprised that this part of this work will not offered by Abebooks or other providers and I am also astonished that parts, like: THE EMPIRE AT WAR Volume V India, https://archive.org/details/empireatwar035445mbp is available online by Internet Archive, but Volume IV Africa, not. One close relative is an American Passport holder and with this, as far as I understood, be able to get an access. Institutions upload books to Hathi Trust. Institutions and people upload to the Internet Archive. Hathi Trust, the Internet Archive and Google Books have different copyright policies, which affects what can be viewed. In respect of your relative and access, my understanding is that what matters is whether he has a USA based internet service provider, not whether he is an American passport holder. Click on coloured text Volume 1 British Library Digital Collection Volume 5, British Library Digital Collection, Contents India mentioned in post 3, is a part of Volume 5, not the entire volume. I asked him and the proxy server should be not a problem. He have download in the past other rare works for me from Hathi Trust. Again your reference, that The Empire at War, Vol. 4 is available at Hathi Trust was a great help, because I found this there not before. I will come back if I know more and if possible post it here.
