They seem to be the records created by the local authorities on the back of the national registration act 1915 - as far as I'm aware the order went out that they were to be destroyed but clearly some examples have survived. There was no central collection of the actual cards as far as I'm aware.

When a person changed area they had to re-register - at least some of the records seem to be the registers for those details.

 

EDIT

From a look it all seems to be the registers for people who had moved in to the area - I didn't see any actual cards.

Craig,

 

Browsing the image set there are lots of documents after the register has finished and they include about 2 dozen completed Notification of Enlistment forms NR 35a like this one
