German prisoners: when were they sent home?

I have been reading a lot about the aftermath of the war recently, and came across the fact that German prisoners were used for the clearing-up operations in France after 11 Nov 1918.   I was a bit surprised, as I imagined that all prisoners would be repatriated fairly soon after hostilities ended, yet here they were doing this - presumably dangerous - work.
